Cycling Nova Scotia (Cycling NS) and Wagmatcook First Nation are seeking quotes from qualified firms or individuals to provide a general estimated cost for project management services related to the implementation of Wagmatcook’s Core Active Transportation and Trail Network. This estimate will be based on Class B design drawings and costing (when available).  The project will involve the procurement and construction of key infrastructure elements, including a multi-use path, highway underpass, and trail network.

Description:

Cycling Nova Scotia (Cycling NS) and Wagmatcook First Nation are seeking quotes from qualified firms or individuals to provide a two general estimated cost for conducting an Environmental Impact Assessment (EIA) and a Climate Risk Assessment (CRA) for the implementation of Wagmatcook’s Core Active Transportation and Trail Network. This estimate will be based on Class B design drawings and costing (when available). The Environmental Impact Assessment (EIA) (including provincial Environmental Assessments requirements) and Climate Risk Assessment (CRA) will evaluate the potential environmental and climate-related effects of constructing key infrastructure elements.

The project encompasses the following key components:

  • Preparation of an Environmental Impact Assessment in accordance with established Environmental Impact Assessment (EIA) federal Impact Assessment Agency of Canada requirements.
  • Preparation of a Climate Risk Assessment (CRA) in accordance with international standards (ISO 14091) and should be based on an ensemble of climate models and using multiple scenarios including the high-emission scenario (RCP 8.5 or SSP5-8.5).

This will involve considering the impacts of development on biodiversity & habitats, water and soil quality, indigenous land, air quality, as well as considering the risks of flooding and extreme weather, and the long-term sustainability of any developments. The project will produce a detailed EIA and CRA report, as well as cost estimates and a regulatory compliance summary.

This estimate will be based on Class B design drawings. Cycling NS and Wagmatcook seek a fixed cost estimate to account for overhead spending, ensuring that costs are not imposed on the AT Fund recipient (Wagmatcook First Nation).

The project encompasses the following key components:

  • Preparation of cost estimates and a timeline of construction for multi-use pathways and a pedestrian underpass (crossing Hwy 105)
  • Detailing material, labour and contingency costs, and Identifying any potential cost risks

This will involve reviewing class B drawings and cost estimates to produce estimates and a timeline while considering strategies to minimise potential community impacts during construction, and identifying risks associated with constructing the underpass, multi-use paths, and trails.

Description:

Cycling Nova Scotia seeks consultancy services for a functional core active transportation (AT) network design drawings and cost estimates. The aim is to assess the feasibility and identify preferred design options for the creation of an All Ages and Abilities (AAA) walking and cycling facility that combines the AT spine planned by CNS with the planned trails network within Wagmatcook First Nation.

The project encompasses the two following key components:

  • Design and estimate engineering costs for multi-use path and crossing facilities alongside the Trans-Canada Highway (HWY 105). See Document.
  • Design and estimate engineering costs for the Wagmatcook First Nation trail networks. See Document.

This initiative will involve thorough route condition evaluation, active engagement with the public and community partners about facility type design considerations, detailed designs (90% drawings) of the preferred facility types, and engineering cost estimations for each network section.
